这是一首Bob Dylan写于差不多半个世纪前的很老的歌曲，像很多Dylan的歌一样，充满隐喻，歌词模棱2可，60年代的古巴导弹危机的时候，大家认为这首歌是暗讽导弹危机的，而事实上歌曲在导弹危机前几个月就写好了。如果你看歌词，这首歌其实完全可隐喻社会不公，环境污染，种族歧视，饥饿，战争等等。Cop15选它我想是否因为歌名本身暗合气候变暖，更多的水进入大气循环，降雨增多，海平面上升吧。
